New Integrated Renovation Strategy to Improve Energy Performance of Social Housing

There are currently over 2.5 million units of social housing in the EU (more with new member states), which is responsible for around 18% of the total final energy consumption of the European Union. Main part of this housing is already over 25 years old and needs renovation.
The general objective of the NIRSEPES project is to develop an integrated strategy for the energy renovation of social housing in the European Union, at a local/regional level, to increase the energy and specifically the thermal efficiency of this by at least 30%.
NIRSEPES project will achieve the objectives by:
  Performing a complete analysis of social housing models in 4 European regions (Navarra, Athens Region, Sardegna and North Rhine - Westphalia).
  Considering the technical solutions for energetic retrofitting of the models taking into account the cost effectiveness and also adapting financial schemes to make it possible.
  Establishing 4 local forums for participation of all relevant stakeholders at local/regional level to analysis together mainly the non technological main barriers and main opportunities to retrofit social housing.
  Developing social measures of awareness building, education and training.
The project duration is 24 months, starting in January of 2006 and the methodology will be validated through 8 pilot retrofitting plans.
